Incentives for Development – COVID-19

In response to the uncertainty taking place as a result of COVID-19, all levels of Government across Australia are progressively announcing a range of relief packages to combat the significant economic consequences faced by industries, businesses and communities.
A summary of current incentives includes;
State Government Incentives
Relaxations to Planning Act 2016 including;
  • The ability for an essential business or a ‘declared use’ to extend operating hours to 24 hours a day in response to supply chain demands;
  • Opportunity for ‘temporary use licences’ approval from Minister to relax development conditions and or operating constraints for certain services
  • Planning Minister may apply to suspend statutory timeframes of applications.
Brisbane City Council
Waiving all fees for advertising, signs, hoardings and structures till 30 June 2020.Rent relief till 30 June 2020 quarter for ratepayers, including businesses.
Gold Coast City Council
  • Waiving all development application fees relating directly to the COVID-19 emergency until 30 June 2020 (i.e. a restaurant converting a drive through take-away business).
  • Waiving of all interest payments for businesses that enter affordable repayment agreements for water charges, wastewater charges, waste charges and rates.
Logan City Council
  • Staged payment of Council infrastructure charges for material change of use developments for up to 3 years (with the initial payment being deferred for 6 – 9 months).
  • A 50% refund on all new operational application fees will be waived until 31 August 2020.
  • Fees will be waived for any new applications received up until 31 August 2020.
Toowoomba Regional Council
  • Will seek quotations from local businesses when procuring works and services up to the value of $200,000.
Moreton Bay Regional Council
  • Grants up to a maximum of $50,000 are available for eligible community organisations to undertake existing facility maintenance and renewal projects.
Redland City Council
  • COVID-19 Business Support Grant providing funding up to the value of $1000 for professional advice services and funding up to the value of $5000 for the support to reengineer/restructure business operations to ensure viability and continued operations.
Sunshine Coast Council  
  • Staged payment of Council infrastructure charges for material change of use developments for up to 3 years (with the initial payment being deferred for 6 – 9 months).
  • Additional staff focused on building and plumbing approvals to ensure continuity of work.
  • Waiving/ reimbursing all commercial low-use/commercial high use permits from 1 March until 31 July 2020.
